I’m confused. I thought Lancaster County had a youth detention facility. By youth do they mean minors? If so why are minors at the county prison?

This is an easy one. Josh Parsons gives a bunch of stories to Carter Walker using his puppet surrogates so Josh does not actually have to get his hands dirty. Carter knows this so Carter would never do an actual social justice story that is important. Carter gets to much insider Republican dirt to bite the hand that feeds him. Let’s lay off the Warden as she has no power at all to change anything. She begs the commissioners for help with all kinds of things and they ignore her. Shut up woman!
