  • **** – *** – ** – * WHERE’S THE MONEY, STEDMAN?

Posted on February 13th, 2019 Becky 22 comments

    — Doing some research this afternoon. Posting tomorrow will be sporadic if at all. LIP News will absolutely return on Friday. —

**** ABC-27’s recent photo of Debra Slaymaker-Walker leaving the District Judge’s office after her preliminary hearing. Does this new law say this is no longer “legal?” How could that even be possible?

***   The statute, unlawful use of an audio or video device in court, makes it illegal for anyone to capture, record, transmit or broadcast a photograph, video, motion picture or audio of a proceeding or person within a judicial facility or in an area adjacent to that facility.
That would include witnesses, defendants, lawyers or other parties involved in such proceedings.
    From the press release below.
Wow! Does this mean no more pictures of the alleged perp. walking into the District Judge’s office? Really? Does anyone know?

**   Stedman’s spokesperson, Brett Hambright, is busy this morning. Click here to read the below press release!

    *     I wrote in detail about this ridiculous editorial – click here. Where’s the $149,950 laser-shooting crime scene scanner, Stedman?

The beginning of the recent LNP editorial, “Given the key role DNA played in finding Christy Mirack’s killer, launching Unsolved Homicide Unit seems smart,” (click here).

One of the callers over the last few weeks with information on the goings on in  the District Attorney’s Office asked me: “Why would Stedman only have $10,000?” I didn’t and don’t have an answer. It’s absurd! There are over 40 unsolved murders in the last 25 years. Where’s the money, Stedman?
    Please check back later today.

From numerous sources, this is what I was told about Fetterman’s suspension:
Fetterman was suspended after a verbal blowup at a meeting with Stedman on Wednesday, January 30th.  The meeting occurred after Fetterman’s attorney, Michael Hess of Burke and Hess, wrote a letter critical of Stedman to the Republican Committee of Lancaster County.
The letter called out Stedman for meddling in the district attorney race and actively supporting his Assistant District Attorney Karen Mansfield to replace him among other things.  Actively supporting a candidate for another office is a violation of the Code of Judicial Conduct, which applies to candidates for judge.
On the Saturday morning after Fetterman was suspended, the county commissioners had an emergency meeting and directed Stedman to reinstate Fetterman.  Stedman didn’t follow personnel policy when he suspended Fetterman.  The County was afraid of a lawsuit because Stedman suspended Fetterman for political reasons.
There are still multiple disturbing questions about ADA Karen Mansfield and they will be coming shortly. And Stedman needs to withdraw his name as a candidate for judge. What a horrendous mess and conduct by Stedman. Let us hear from the third candidate for district attorney – Heather Adams.

    *    LNP finally has the story up that was reported on this site a week ago (click here for the LNP story)! Stedman did suspended Fetterman and the county got involved!
And there is this from the article:
The clash between two politically ambitious prosecutors offers a rare glimpse into the work environment in an office that is typically buttoned-up and image-conscious; it is the only county department, for example, that employs a full-time media specialist at taxpayer expense to handle press inquiries and control the flow of information from local law enforcement to the public.
Oh, this is rich. That person, of course, is Brett Hambright, LNP’s former court reporter who LNP now re-writes for all of their court “reporting” (see yesterday’s afternoon update on this site).
Hambright is a liar and that’s why Stedman hired him!

I wrote about this on February 7th (click here and there is a link to the full appeal by the DA). What is the DA trying to hide? Where is the money and where is it going?
    Please check back later today.

I am going to switch up this afternoon because it just amazes me how awful LNP is in every single regard! Agreed, they absolutely should not “pretend” that a reporter was present, but if you pay for LNP and read the above article you will see that they say a version of “according to the district attorney’s office” ten times (click here)! And it is taken directly from DA spokesperson Brett Hambright’s press release (click here).

The comments section under the LNP story was closed very shortly after the story went up – probably because of the outrage over the light sentences. But LNP does not name the elected judges that gave the light sentences even though Hambright does!

It was Judge David Ashworth who gave the mother, Susie L. Rehm, one to two years in prison followed by four years of probation and it was Judge Jeffrey Wright who gave the father, Geoffrey Bussard, the sentence of five years probation.

These judges are elected! The public needs to know what they are doing! And besides not even stating who the judges were, LNP would never think to question the judges about the light sentences. No, LNP never questions judges or the DA or the police!

LNP is so incredibly awful and they are seeking summer interns they will teach that a huge conflict of interest is okay and doesn’t violate journalism ethics and that they never question judges, the DA or the police and they rely on the slanted DA spokesperson for all their court related news! They are simply awful.
[Editor’s note: Hambright does not mention the defense attorney’s involved, because of course, he is writing for the prosecution. But again, this is something the public should know and LNP should at the very least look them up. According to their dockets, Rehm had public defender Daniel Martin Straszynski and Bussard had private attorney Michael E. McHale.]

Posted on Lancaster Online under the article, “Convention center exceeding goals for economic impact, study says,” (click here).

    *     Do look at the responses in the graph from the HVS report below. They only had 44 responses and they don’t tell us whether they are from restaurants, retail stores, art galleries, parking garages or gas stations! And only 9% say it is “essential” and those are probably high-end restaurants that most citizens can’t afford. Otherwise, the responses are dismal for the convention center/Marriott Hotel. What a sad joke!

Three glowing articles on LNP’s Marriott Hotel/convention center on Lancaster Online and in print yesterday.
Under a plan brokerd by Scott Martin — then a county commissioner, now a state senator — the county guaranteed the convention center’s construction debt. In return, Wells Fargo lowered the risk premium to a manageable rate. The county’s guarantee remains in effect for the life of the bonds.
From the LNP article above, “Collaboration agreement, economy help keep convention center on solid financial footing,” (click here).
Yes, and LNP has certainly thanked Scott Martin many, many times over with their coverage or lack thereof! This is why every code of journalism ethics in this country states that LNP’s arrangement/ownership is unacceptable and unethical. And it obviously is and they lie to the public!
    Please check back later today.

***   This isn’t good – another graph from the HVS report:

    — LNP! —

**     What business are making money off conventions: hotels and restaurants (the first graph below from the HVS report).
Which hotel is making money off conventions: the Marriott Hotel that pays no taxes and was built and is being expanded with your money and is owned by LNP and High Industries (the second graph below).

    *    Robert (Bob) Krasne, the Chairman of the Board of LNP, had the unmitigated gall to retweet the above. You are a liar and a disgrace to the public and journalism, Krasne! An absolutely disgusting liar!

This email in this morning (thank you!):
It’s been a while since the propaganda arm of Penn Square Partners and the Lancaster County Convention Center Authority… Lancaster Newspapers has been in full swing but they have returned with a vengeance this morning.  Not 1 or 2 but 3 self-serving articles short on any facts, other than those in a report bought and paid for from the same firm that played the same role to get it going in the first place with nonsense reports.
Notice there were no financial details provided by the LCCCA but I’m sure we can rely on the positive statements of Kevin Molloy.  Can you believe that he even has a job, let alone a 6-figure one?  He was run out of town at the site of his last job and his current job holds virtually no authority as the LCCCA gave away all power to Interstate in the one sided agreements they entered into with our partner PSP.  Paying any taxes at that new Marriott expansion?  I have a story idea for you… a full scale study of every dollar spent at the Marriott, convention center and soon to be (Brunswick) Holiday Inn that came from public coffers.

**  There was the below exchange in the comments section on this site recently (click here). The hammer just came down!

    *     On April 18, 2018 I wrote the below on this site (click here for the original). Everyone, including LNP, just ignored what Mayor Gray said! Now former mayor Art Morris is stating the cost will be $100 million to $200 million! How will the city pay for this? (The link to the LNP article in the screenshot below is here.)

From today’s front page print edition article and online titled, “Green projects key in Lancaster’s ‘huge task’ of meeting EPA stormwater mandates,” (click here).

Finally, almost a year after signing the consent decree with the EPA, the city is addressing the cost. How are they going to pay for this?

    — This will be continued tomorrow. —

**    Where is Stedman’s “compassion” in this case (click here)?  One million dollars cash bail.
This is racism plain and simple. Hey, LNP editors, ask your new reporter Hurubie Meko if this is racism!

    *     And then the LNP editorial board flat-out lied to the public about it in the disgusting editorial below (click here). They knew damn well that G. Scott Davis is Representative Bryan Cutler’s brother-in-law and that’s why he received unbelievably preferential treatment.
They flat-out lied! Run these liars out of town!

So what has been going on in District Attorney Craig Stedman’s office and why isn’t Larsen running to be DA? How can Stedman even be considered for a judgeship?
There will be much more tomorrow on this incredible mess.

Let me get this straight: District Attorney Craig Stedman, who is running to be a Lancaster County Judge in November’s election, suspended his Assistant District Attorney, Mark Fetterman, who is a candidate to replace Stedman as District Attorney, last Wednesday and LNP does not have a word about it?
There is absolute chaos in the District Attorney’s office and the Board of Commissioners had to step in to reconcile the situation and LNP remains silent?
Resign, LNP and Caucus Editor Tom Murse, and go back to journalism school and grow a conscience while there!
         There will be more tomorrow.

    *** BREAKING NEWS ***

DA Craig Stedman             ADA Mark Fetterman

The below email was just received along with the simple word document that was attached below it.

Posted on the “City of Lancaster, PA Government” Facebook page last night at 6:15 pm.

The live-stream of last night’s city council committee meeting is still not available. This is ridiculous! You need to get your act together, City of Lancaster!

This is what is known at this point: According to multiple sources, Assistant District Attorney Mark Fetterman, who is running for District Attorney, was suspended on Wednesday after an altercation with District Attorney Craig Stedman. The length of his suspension and whether it is paid or unpaid is not known.
Christina Housner, Solicitor for the County of Lancaster, said by phone this afternoon that she cannot comment on personnel matters. She did state that if the County Commissioners issue a statement she will let me know.
There will be more tomorrow on this developing and critically important story.
In other news, there is a Lancaster City Council Committee meeting tonight at 6:00 pm and it will be live-streamed on the city’s YouTube channel (click here) and the agenda for tonight’s meeting is here.

**   I have located a photograph of Assistant District Attorney Mark Fetterman.

    *    Assistant District Attorney and candidate to be DA, Karen Mansfield’s ex-husband’s Court Summary is below (click here for it on the PA Courts website). Again, I cannot find records of when they married and divorced.

    2-4-19 UPDATE

UPDATE 2-4-19 – What are the Republicans going to do about this mess? A candidate for District Attorney has been suspended by the current District Attorney! Can this really be happening? Who vetted these candidates? Lancaster County deserves better than this!

    *** BREAKING NEWS ***

LIP News has received confirmation that Assistant District Attorney and candidate to be District Attorney, Mark Fetterman, was suspended from his job on Wednesday of this week by DA Craig Stedman.
What an unbelievable mess and disgrace! Please stay tuned for this developing story.

Heather L. Adams (left) and Karen L. Mansfield (see the Editor’s note below regarding Fetterman)

The three Republican candidates for District Attorney are: Heather L. Adams, Karen L. Mansfield and Mark D. Fetterman.  Mansfield and Fetterman are currently Assistant District Attorneys with the Lancaster County District Attorney’s Office. Adams is a defense attorney with the law firm of Pyfer, Reese, Straub, Gray & Farhat, PC in Lancaster.
Mansfield is the only one I found who has a Facebook page for her candidacy. Her biography on that page is here. Adams’ biography from the law firm’s website is here. Fetterman’s biography on LinkedIn is here.

[Editor’s note: I could not find a photograph of Fetterman! If anyone has one or knows where one is available please let me know!]

I am doing some research this afternoon (see the comments under this post). As I mentioned previously, I have received several emails and phone calls from different individuals concerning the two assistant district attorneys running to be district attorney – Mark Fetterman and Karen Mansfield.
Most recently I received an anonymous letter in the mail that stated Stedman is backing Mansfield to replace him and the writer defended Fetterman against disturbing events in his past and blasted Mansfield.
I can’t post any of the specifics without verification and I am working on that. My question is: Have these two candidates been thoroughly vetted or are the Republicans putting up highly questionable candidates?
Does Lancaster County really want another Mark Reese? What the hell is going on and where is LNP?

From the LNP editorial on Martin Luther King Day, “A day for honoring MLK’s legacy [opinion],” (click here).

    *    That is certainly a strongly worded editorial! The sad irony and absolute hypocrisy: LNP is directly responsible for the flagrant racism, prejudice, racial injustices and the economic imbalances that exist in Lancaster County.

LNP Managing Editor Tom Murse must have completely lost his mind if he thinks people will buy a subscription for this crap! How many times are you going to talk about pot pie? What do you want people to “discuss?” OMG, this is pure crap!!!

Fox-43 at least got a picture. LNP didn’t send anyone to Debra Slaymaker-Walker’s preliminary hearing yesterday. Their entire front page article is taken from DA spokesman Brett Hambright’s press release (click here).

    — This will be continued tomorrow. —

LNP and Caucus Editor, Tom Murse, is all proud of their stories about sexual assault allegations against Representative Brian Ellis of Butler County and the calls for him to go.
And the allegations are very disturbing. But why wasn’t Murse concerned about very serious domestic violence allegations made in a book against former Lancaster City Police Chief Keith Sadler for years?

This online headline to today’s LNP editorial is deceptive: This is nothing but heaped on praise for the Mayor who gave LNP $10 million of your dollars for their for-profit, off the tax rolls Marriott Hotel expansion (click here).
There is not a mention of the huge conflict of interest with Benchmark Construction, the $5 million dollars thrown away to MAW Communications, the tax increase, UPMC Pinnacle closing and police brutality to name just a few of the problems they totally ignore.
Get a new, legitimate and ethical source of news for Lancaster County! This is simply despicable by LNP.

“We have to create that culture,” Lancaster Mayor Danene Sorace said of making streets safer for pedestrians. Her statement came during a meeting this week with the LNP Editorial Board that touched on a wide range of city topics but sparked some spirited discussion when pedestrian safety was mentioned.
From today’s LNP editorial, “We must change the culture on pedestrian safety,” (click here).
As noted previously on this site, Mayor Danene Sorace met with LNP to get their “approval” for her “State of the City” address prior to giving it Tuesday night.  And as noted previously, this is not the way journalism is supposed to work.
So, did this “wide range of city topics” include her husband being a vice-president of Benchmark Construction?
Did it include the promised affordable internet for all and the $5 million dollars they’ve given to MAW Communications that has resulted in absolutely nothing?
To answer the commenters question below: “How is this allowed to happen?” It is “allowed” to happen because of corrupt, greedy and unethical LNP! That’s how! After all, Sorace was instrumental in their receiving close to $10 million taxpayer dollars for their for-profit, off the tax-roles Marriott Hotel expansion. The corruption is astonishing!
There will be more tomorrow including the outrageous and disgusting hypocrisy and lies of managing editor Tom Murse.

Above left, Christian Recknagel, Mayor Sorace’s husband from the Benchmark Construction website (click here). On the right is today’s lead story in the LNP print edition (click here).

Comments under the article on Lancaster Online’s Facebook page.

          From the LNP article:
Benchmark Construction would manage the project, which has a preliminary price tag of $23 million.
Yes, Mayor Sorace’s husband certainly has ties with Benchmark Construction. When will LNP tell the public about this and the fact that Benchmark employees were the largest contributors to Sorace’s campaign?

It’s hard to imagine the grief of losing a loved one to homicide. It’s harder still to imagine the pain of not knowing who was responsible.
    From today’s editorial.
Seriously, what reporter or news organization in this country would ignore something so obvious?
From the article on this site republished below.

Tom Knapp who is mentioned in my below article no longer works for LNP, so maybe LNP Opinion Editor Suzanne Cassidy can call Juanita Chevalier’s sisters and explain to them why this simple DNA test has never been done – and if it has – why they and the public have not been told the result? Imagine their incredible grief for all these years. I don’t have words for this outrage.
(Click here for the original story and the links.)

    **** Also from the editorial:
The Pennsylvania State Police will be involved, as will Lancaster city police Capt. Mike Winters.
Oh, wonderful! It just gets better and better! Captain Winters! Yes, he has a real problem solving murders! He can’t even solve the brutal murder of 83-year-old Erma Kaylor in her home that she never left. Gosh, Lancaster sure has some smart killers!
Click here for the below article.

***  On a slightly different but related note, do you remember this article (click here):     That scanner cost $149,950 and of course the DA said it was paid for with a “grant.” Maybe LNP reporter Hawkes could look into where that scanner is now and how often it is used? Who holds the DA accountable? Why does he only have $10,000 for DNA work?

    **   Also from today’s editorial:
As LNP’s Lindsey Blest reported, the district attorney budgeted $10,000 for DNA analysis work in 2019, enough to be able to work on two cases. DNA and genealogy work costs between $3,000 and $5,000 per case, the district attorney’s office said.
Actually, Blest began her article with this (click here):
Dozens of unsolved homicides in Lancaster County will get a closer look under a new investigative unit, the county’s district attorney’s office announced Tuesday.
So how does $10,000 equal “dozens?” Pathetic reporting and an absolutely disgusting editorial!

    *     Also from today’s editorial:
An investigative grand jury will be employed to hear testimony in cases under review.
Remember this huge headline in LNP from March of 2017 (click here for the LNP article and here for “LAST ARROW IN THE QUIVER” from this site)? What did that grand jury do? How much does this cost?

    Today’s LNP editorial (click here).

From the editorial there is this:
The district attorney’s office said it would not disclose which cases are under DNA-involved review. The reasoning? “Publicizing the cases would instill a broad sense of hope and assurance, when the reassessment might or might not, in fact, lead to a charge.” And “public release of such information could impact the integrity of the investigations.”
This is both sensible and unsurprising. Stedman keeps a tight — sometimes, in our view, too tight — hold on information.
This whole editorial is one of the stupidest, most nonsensical, most childish, pathetic and butt kissing things I have ever read. Opinion Editor Suzanne Cassidy needs to resign today!
    Please check back later today.

Ernie Schreiber, the former Editor of the now defunct New Era, once infamously called Commissioner Richard Shellenberger the “Angel of Death” because he opposed LNP’s convention center/Marriott Hotel.  If I recall correctly, Schreiber was forced to apologize for that.
Today brought back all the original convention center/hotel stories and reminded me that someone has to tell the truth about the Steinman family and LNP and how they use their monopolistic “journalism” power to steal from and lie to the citizens of Lancaster County and to keep minorities out of any positions of power.
There will be more to come on that. Today, I am just republishing the beginning of an article from this site from December 2012 when LNP wanted their property assessments reduced by 20% (click here to read the entire post). Sadly, the corruption and betrayal just goes on and on and on…

**  I was reflecting on the convention center issue, and am struck by how pivotal a role Dick Shellenberger played.  He was the endorsed Republican coming into office, with more votes than anyone in recent memory.  A year later, he couldn’t get elected dog catcher.
All Dick had to do was go along with his party, and the project would’ve been built and he would still be county commissioner.  But he didn’t.  Simple Dick Shellenberger thought it was wrong to burden the taxpayers, and he stood up to Gib [Armstrong], Dale [High] and the rest of his party — which meant his fellow congregants and neighbors — and found himself shunned for life, and broke as hell.
To my mind, he was a hero – like Randy Carney; Ron Harper, Jr.; April Koppenhaver; you; and Molly Henderson.  And Dick paid an incredible price, no?
From on June 5, 2011 (click here).
Carter Walker who wrote the LNP article wasn’t at LNP when all of this went down – and even if he had been LNP would never allow him to tell the public what LNP did to Shellenberger because of their convention center/Marriott Hotel.

    *     Still waiting for the city to put up the rest of the video from last night. Who has the city hired and how much are they paying them to live-stream? They failed miserably on their first attempt!

The live-stream of the Mayor’s Sorace’s “State of the City” address went down last night so I need to catch up and watch it when her complete speech goes up on the city’s YouTube page.
That didn’t stop LNP! And sure enough, the Mayor got her speech “okayed” by LNP before she gave it. From their article there is this picture stating she met with the LNP editorial board yesterday prior to giving her speech.
This is not the way journalism is supposed to work and this is just more proof that there is collusion between the Mayor’s office and LNP and it is ultimately racist LNP who controls what goes on in Lancaster County and City!
    Please check back later today.

The response from the city is below. This was my error in stating December 25th when the meeting was actually on November 25th. And apparently the city decided to play a ridiculous game with me sending me reams of paper that I had requested previously and received!
So tomorrow I will send a corrected request along with a request for the applications for every business that received CRIZ money at that November 25th meeting as shown below in this post.  This CRIZ Authority cannot just go handing out $6.4 million of taxpayer dollars willy nilly! This just gets more and more outrageous! The state needs to be notified of this. This is absolute corruption.

**     A quick update: The city is now stating the Mayor’s address tonight at 6:00 pm will be live-streamed on their YouTube page. The city YouTube page is here.

From the December 1, 2018 LNP article, “Lancaster CRIZ authority’s $6.4M goes to Lancaster Square projects, stadium, etc.” (click here).

    *    So how did the CRIZ Authority decide to give these businesses $6.4 million? What paperwork did these businesses have to submit to get this money  – including LNP receiving $531,183.15 more for their Marriott expansion?
I put in a Right to Know request…

Yes, Mayor Sorace is giving her “State of the City” address tonight. On the left is LNP’s headline online with LNP’s huge masthead in Sorace’s background. On the right is the article from LNP’s print edition with a different picture of Sorace.
What is the real picture? Oh, they take of each other that’s for sure!

From the LNP story by Jeff Hawkes, “Arrests for misdemeanors live forever on the internet. Should they?”

Well look at that! Hawkes actually knows journalists have ethics codes and he quotes from the Society of Professional Journalists (SPJ)! I’ve also quoted from it often on this site.
Is that the one LNP uses, Hawkes? Because if it is you are breaking it every single day. Well, actually,  you are breaking every journalism code of ethics in this country every single day!
From the SPJ Code of Ethics (click here):

         There will be more shortly.

I am still in shock over yesterday’s disgusting LNP article. They have now deleted and closed the comments under the article because the truth was coming out!
LNP reporter Lindsey Blest – leave LNP as soon as you possibly can! They have already taken a young woman straight from college and taught her not to questions the police or DA. Now they are teaching you that sexually abusing children is okay and not to thoroughly investigate a story. Run away just as fast as you can.
They deleted this comment from Gregory Dow’s ex-wife that was briefly under the story on Lancaster Online and I am publishing it here:

Posted on January 20th, 2019 Becky 13 comments

**  OMG! I can’t believe this! What was LNP thinking? Did LNP reporter Lindsey Blest even try to talk to his ex-wife? She is the one who posted under the article below and she just posted the below on her Facebook page. What is wrong with these sick people at LNP?

    *      OMG! In October of 2016, LNP did a story by then reporter Ryan Robinson titled, “Lancaster County couple sells everything, moves to Kenya to build, run orphanage,” (click here).
Under it there is a very long comment and it begins this way:
Ryan, this may be a “feel good” story filled with heros & white knights for your readers but it is a nightmare story to young girls. I was married to Greg Dow for 20 years, we had 2 beautiful children. I loved him to the moon and back and pastored a church with him. We discussed going to Africa as missionaries. In the 90’s I began feeling something wasn’t right and started praying for God to reveal Gregs heart to me. In September of 1995 we received a call from the Airforce, our son was stationed in Aviano Italy and he had been injured. The Red Cross provided us with tickets and we arrived to find our son on life support. God answered our prayers and spared our sons life. By the end of October our son was stateside. He was a 6ft 1 infant learning to walk & talk. He aged about a year per week. He was sent to Walter Reed to receive treatment for his head injury. It was a traumatic time for us all. The following March my daughter shared with me that her father, Greg Dow had been molesting her. Our family wasn’t broken, it was shattered. Our sweet April who was 14 at the time just wanted to block it all out, pretend it hadn’t happened. I didnt understand until many years later why she was so quick to forgive. Her coping mechanism was to try to have a relationship with Greg, she just wanted to be normal. The charges were plea bargained down to lascivious acts with a minor child and Greg had to register as a sex offender. I watched from the sidelines as my daughter threw herself into years of self medicating and sexual promiscuity. When Greg went to Pennsylvania and moved in with Mary Rose I knew she had children and I began to have nightmares about Greg molesting other children so I did a little research.

They got a few “rebellious” teenage girls to lie, he said, adding that Kenyans are “volatile people.”
Gregory Dow quoted in the above LNP lead story in print and online (click here).
Oh, my God! Send him back to Kenya to be tried. What a horrific, disgusting and poorly written story! What in the world? Send him back to Kenya! Keep him away from children! How awful!

Yes, I see that Lancaster Online has finally done a story and I have a lot to say about it (click here for the LNP story and see the last week of articles on this site). But they were calling for the snow, ice, sleet and freezing rain event of the century and now it has been downgraded to a rain event.
Sigh. But I have all this food I bought for the snow, ice, sleet and freezing rain event and I have to cook it – so I will come back to this tomorrow.

I am going to switch up this afternoon and come back to the citizen’s review board shortly. I have received several emails and phone calls (thank you!) about Karen Mansfield who is an Assistant District Attorney and is running to be the District Attorney.
They involve an ex-husband with multiple criminal dockets. I don’t know when she married and when they got divorced, and thus, I am not sure how “responsible” she could/should be for an ex-husband’s actions. Further, there are allegations as to why she left the York County Public Defender’s Office. If anyone can provide substantive proof regarding these allegations, please let me know because they are serious and I certainly cannot publish them without very strong evidence.
Let me also say that I have also received disturbing information about Assistant District Attorney Mark Fetterman who is also running to be DA and that information is being vetted.
          Oh, my! Stay tuned…

    & ROUND WE GO!

This is all simply unbelievable. Stedman is not fit to be the DA let alone a judge! There will be much more tomorrow.

**   An investigative grand jury will be utilized to hear testimony in the cases that fall under review. The grand jury does not have indictment powers, but can make recommendations on whether charges should be filed.
From the DA’s press release linked to below.
Another grand jury? Unbelievable! They just got done with a grand jury that did next to nothing!
As a friend said to me, “Stedman really wants to be a judge.”

In a continuation of the coverage of last Tuesday’s city council meeting, Darlene Byrd turns to Councilman Pete Soto, Director of the Public Safety Committee, in her efforts to get a citizen’s review board for the Lancaster City Police Department.

Darlene Byrd and City Councilman Ismail Smith Wade-El.

    *     Darlene Byrd’s conversation with Lancaster city council last Tuesday night continues below and picks up right after Ismail Smith Wade-El’s reply further down in this post.
Her daughter and grand-daughter were involved in a mistaken identity police stop on May 12th of this year. She complained about and worked with council to revise the police complaint form. But she still has not received answers.
Her comments do not end with this. She then turns to the head of the Public Safety Committee, Councilman Pete Soto, and continues. That will be coming…

    —  Darlene Byrd – I understand that’s the whole picture. But we’re talking about a civilian complaint form which is filed and goes through the Lancaster City process. I have came here and I went through that whole process and I took council along with me.
It’s broken and it does not work and there needs to be a step. Maybe we don’t have subpoena power but there’s no reason and the DA has said – and if I need to bring him here I can do that – there is no reason why we don’t have a citizen’s review panel. I think that situation we went through would have came out a lot differently if we had residents hearing the issues that went down. And they have the right to know the same information that I got and decisions could have been made that were not made in our favor and what I think was justice.
Like I said, I’m not looking for revenge. I brought this council solutions. I’ve seen and I went through the whole process. It’s broken. We need to take the next step. You already have that – the NAACP, you have Stand up for Lancaster – you have every committee come to you and say we need a citizen’s review board. So it’s time to take it to the top level and not say, oh, we don’t have subpoena power to do this. We have to start somewhere. We can’t continue to say we are not moving forward.

    —  Ismail Smith Wade-El – Ms. Byrd, I’m sorry that’s inaccurate because Lancaster Stands UP and the NAACP have concluded in their call for a citizen’s review board specifically to include the subpoena power and frankly, uh, uh, I agree with you that often the Lancaster City Police are out of line. That’s me as an individual council member but I also think that my experience with the District Attorney, as regards those cases that you can see in Lancaster Online or as case after case has turned out, has a very different take on what does constitute police misconduct than he may be letting you know.

    —  Darlene Byrd – Right, and I’m not disputing that. Like I said, we’re talking about civilian complaint form that is filed with the Lancaster City Police. There is no reason why we don’t have residents able to look over that information. You have one Sgt.  – Lopez that looks at the information, was hired by the police – who does not even report back to the complainee. We filed a complaint. He tried to justify what the police did. He didn’t investigate and do fact finding. He didn’t come back to us and say this is what we found out. That is something that this board could do that would not interfere with whatever the DA has said but would also give us some justification on what is actually happening with our complaints.
We agreed that the form was wrong. We fixed the form but now the process is wrong. So what are we going to do – stop there? We’ve got to take the next step forward. If the next step forward is to come up with a citizen review board maybe [inaudible] DA said, the next step is where you are trying to fight for that subpoena power. But to sit back and let him tell us no and go no where – is not the answer.

    —  Ismail Smith Wade-El – We have not in matter of fact gone no where. I understand what you’re saying to me, Darlene, but that’s just not true because sitting in the room, the NAACP, Lancaster Stands Up, [inaudible], the police chief, the Pennsylvania – the State Human Relations Commission and the Department of Justice are working on this very thing and it continues. So, um, I just can’t – not even by me – but even by the work of all those people – can’t allow you to just say that nothing is going on because there is important work being done.

    1-14-19 UPDATE

Coming later today – more from Darlene Byrd!

Photo of Darlene Byrd by LNP photographer Blaine Shahan and it accompanies the LNP article, “In the spotlight: South Ann Street activist finds hope in faith, volunteerism,” (click here).
The below is the beginning of Darlene Byrd’s comments and questions to city council at Tuesday night’s meeting. Oh, there’s more – a lot more – and that will be coming. This woman is determined and wonderful!
I was here two council meetings ago and I addressed some issues – about how many police and how much taxpayer dollars we are paying for cases in suits. And I think Mayor Sorace approached me today and said she did email me. Unfortunately I did not get to read the email but I did ask for a report from council to see – and I’m hoping that someone from council got that report – on how much taxpayers are paying for lawsuits.
You know, we’ve been sued by the EPA and the police department has been sued many a times for misconduct and I would like to know what those are and if council had time to respond and get that message to me? Or are you working on getting that report?
[City Council President James Reichenbach tells her to read Mayor Sorace’s email and that might answer her question.]
The other thing I had asked too was about the two officers that were charged for domestic violence after we and the council and the city declared domestic violence month. We had two officers – what is happening with that and I had again asked council for their comments. I don’t know if you had addressed that or not?
Also, as you know we are still looking at the incident that happened on May 12th. I did take the next step. I reported that to the DA and he is now looking into it. I am once again coming to council. I know that Ismail made a comment that the DA could not support a citizen review committee. That is not so. I spoke with him and I think he said he spoke to you, Mayor, saying that he would support a citizen review committee that would address complaints that were made to them.
I am asking council what can we do to take that next step? We’ve been playing this game and fighting this game for too long! So what’s the next step?
    — Councilman Ismail Smith Wade-El – So, Ms. Byrd, to clarify – I have received a personal no statement on a citizen review board with subpoena power and if DA Stedman came to you and said he would support a citizen review board with the appropriate subpoena power then we would be having an entirely different conversation. But to date there has been no support for it – or – the DA has shown no support for a board or for actually giving that board the power to actually reach into investigations and collect evidence even when the police department or DA decide that information is behind closed doors – which for me is the whole picture.
