HIPPA, A LIGHTBULB
AND NOT SATISFACTORY!

      While the county has joined LNP in seeking District Attorney Craig Stedman’s civil asset forfeiture records, they are actively fighting PennLive and LNP’s request for the coroner’s autopsy and toxicology reports. Today they filed an “Answer to Amended Complaint in Mandamus and New Matter” with the court. The new matter they argue is that the release of the records would violate the Health Information Portability and Accountability Act (HIPPA).

      All of this leads me to a conclusion on why LNP is suddenly demanding information and taking on Stedman and the Coroner after years of kissing their butts. That will be coming.
      An email was sent to Amber Strazzo (again!) early this afternoon asking about the lack of a livestream for last night’s meeting. I have not heard back and I will follow up with her and the city council members tomorrow. I will also add why posting the video a day or two after the actual meeting is not satisfactory!                                                       *****

*     As for the live streaming non-event, after the fifth time the horse refuses to leave the corral, maybe it’s time to realize your horse died and it’s a good idea to dismount, or is that too hard a concept for the City of Lancaster? It’s pretty sad when they “redact” the whole meeting…again!
      This was a dead-on comment from barryinwinnipeg when the city failed with the last city council meeting. How many excuses are they going to come up with today?

TAKE A DEEP DIVE, SORACE!

    Okay, so call me crazy. Last evening, in preparation for the livestream of the city council committee meeting scheduled for 6:00 pm, I had my notepad and pens ready. I rebooted my computer and pulled up the city’s YouTube channel and their Facebook page. I had my cell phone as backup next to me.
     I had resigned myself to the knowledge that I would be too busy listening and watching that I would not be able to see the beginning of the CBS Nightly News to see if Jeff Glor would be the anchor. I had resigned myself to missing David Muir’s coverage of the birth of Baby Sussex.
      Six o’clock came and nothing. Absolutely nothing. Not a notification, not a livestream, not a word from the city.

     This is unacceptable! Maybe Mayor Sorace should take a deep dive into why her office is incapable of livestreaming meetings they publicly stated they would.

    HIPAA (double “A” not “P”) applies to a decedent’s health information for 50 years after death.

    From what I understand, HIPPA only applies to the living. I could be wrong about that… I saw it on Law and Order once. 🙂

    If items are “seized” and then “forfeited”…. it is a forfeiture! Drugs or otherwise, its not Todd Graeff’s sh*t.
    I dont think hippa applies to dead people. Just sayin’.

      The first one is not a drug forfeiture. BeBarr pleaded guilty to four counts of child pornography and four counts of criminal use of a communication facility. These items were taken under a different PA Law as noted above: 18 PA C.S.A. 3141
