    INCREDIBLE,
    DESPICABLE ARROGANCE!

         When I wrote the below on this site I got the headline wrong. It should read “INCREDIBLE, DISPICABLE ARROGANCE!” (click here for the original). Apparently Captain Winters doesn’t think the public is knowledgeable enough to say, “Hey, do a DNA test between the two killers and find out if these two women had the same killer!” 
         And Winters knew he could count on LNP to not challenge him and ask why a DNA test hasn’t been done because LNP never questions or challenges the police. Never.
         So Winters thought he could get away with this despicable nonsense when you have two grieving families and a public who has the right to know if there is a serial killer in Lancaster County.
         Next week I will publish my letters to the state attorney general and the FBI requesting the DNA test and asking why one wasn’t done years ago. I hope that the public and readers of this site will do the same. The public and these victims’ families deserve an answer – now!

         On May 29th, I asked, “CAN THE POLICE SOLVE THIS ARSON?” (see below and click here for the original). Apparently not!
         When is LNP going to tell the public the truth about the Safety Coalition Cameras? If the Lancaster Police can’t solve these arsons, how can they solve murders and other serious crimes?

    1. All the money spent on “improvements” to the con center and hotel and you’re telling me that the most important building in the city and for the county doesn’t have cameras? This is freaking insane.

      It would have been so easy to get away with setting that fire. While there are cameras at both ends of Duke St, there are none leading to City Hall from the back (coming up through Marion St.) Picture yourself on Orange St (in front of Marion Court); simply cut through Christian St and up Marion. Not a camera in sight.

      Only in Lancaster.

    7. Move slightly to the left. Right above the doors. I imagine it can capture part of the alley. And there may be a second one down the street and up high. I am not sure about that one.

    8. It’s a shame that one of the most important buildings in the county is not guarded by an inhouse camera system. To rely on those Steinman cameras as we all know from all the crimes not solved is a joke.

    9. Regarding the LNP never asking about DNA evidence or why it hasn’t been tested or just sitting back when interviewing a woman who is looking for her biological family –

      It’s beyond their expertise. It’s above their pay grade. It’s because the LNP seems to purposely hire writers from the Hogan’s Heroes school of Nothing. I know nothing.

      That’s not a camera. It’s a light pointed at those exit doors.

      I’m positive. I’ve been living downtown for over 20 years. I’ve taken shortcuts through that alley hundreds of times. There are no cameras coming through that alley – no visible ones anyway.

    14. Yes, the ‘anonymous’ comment regarding DNA is from me. For some reason my device has stopped saving the info from being automatically filled in like before.

      For kicks, I just took a stroll trough Marion Court. Every few feet, I stopped, looked up, down and all around.

      Conclusion: I stand by my comment. Unless we’re talking James Bond spy cameras, there are absolutely, positively no visible cameras anywhere alongside Christian or Marion Streets. I did notice a surveillance camera inside the parking garage for City Hall employees, but no way could it ever capture anything on the sidewalk/street.

      If you stand at the steps of City Hall, the camera on Duke & Orange is blocked by trees and can’t see anything in that direction. In the opposite direction, the camera on the corner of Duke & Chestnut is positioned so far on Chestnut, it CANNOT VIEW ANYTHING on the 100 blk of Duke St.! You could literally walk up and down the 100 block of N. Duke and, as far as the cameras are concerned, go unnoticed.

    17. Off the subject, but the Knappman still hasn’t identified the breeder of the Quarryvile puppy mill raided by the SPCA last week. Is there a lazier more incompetent reporter than T. Nap?

    18. Why is it taking them so long to file charges? They removed the dogs and said three were illegally “debarked.” Where are the charges? I still have my sights on a guy but have not been able to confirm it.

    19. Winters has worked his way up to the top starting from officer. Hes been around long enough & knows exactly how to bs the public. Just like how they been doing it for years with most murders.

    20. Yup! He is also the lead detective on the horrific unsolved murder of 83-year-old Erma Kaylor in her home. I don’t know how he keeps his job!

    21. Why would you expect the cameras to be helpful? They were installed by MAW, with no input by police or the public, no strategic initiative or Alonquin roundtable, no feasibilty or cost analysis study…dot dot dot dot dot.

    22. Anon, are you saying MAW was involved in the initial safety coalition camera deployment dating back to 2003?

      If this is the case and can be verified this is a huge piece of of the puzzle and connects/provides context regarding several comments from city officials.

      It provides context to the following;

      1. Maw’s consistent references to some “2003 agreement”

      2. Hopkins comments regarding wanting to do lancity connect for some time under mayor gray with maw.

      3. City official comments regarding “trusting maw” from long term discussions.

      4. Offhand comment from mayor describing the ppl lawsuit as complex by citing there PPLs pole attachment complaints extended to existing safety coalition camera attachments that were used for lancity connect. Or they were not done correctly on the first place.

      And I’m sure there is more…
