OR THE POLICE?Lancaster City will return to full operations Wednesday. All employees should report as scheduled. The Lancaster Parking Authority will return to normal operations tomorrow. Any resident who used the LPA garages should remove their vehicle by no later than 7 a.m. Wednesday.

It has appeared for some time that the police department is calling the shots in the city. This Facebook post would seem to confirm it.
